Is Winnipeg's glass half empty or half full?

Vancouver-born artist Bill Pechet has created a 35-foot tall installation in Winnipeg’s Millennium Library Plaza as part of the city’s public art program. Pechet says the installation, the most expensive in the city’s history at half a million dollars, conveys the paradox of Winnipeg. At first glance the flask-shaped structure, named Emptyful, seems vast and empty, but a deeper examination reveals that like the city the flask is full of creative energy. At night it comes alive with a light and water show that makes it seem perpetually half empty. Or is that half full?
